I have all the necessary tweaks, High Performance power plan, defaulting to dedicated GPU/maximum performance setting in the NVIDIA Control Panel etc. I do not have any mods that break precombines and my load order is fairly light (no 4K textures, ENB or any script heavy mods). Otherwise my game keeps a rock solid 75 fps locked everywhere else (maybe 69fps in Boston Downtown), I use low Godrays and 10.000 shadow distance tweaks. I have a settlement in Sanctuary with 16 Settlers (and such 16 work/residential plots) and my game just starts crawling at 35-40 fps at best.
